Я создал файл .pem
openssl req -x509 -new -days 365 -key id_rsa -out id_rsa.x509req.pem
Я пробовал войти по ssh
ssh thistimeinst.cloudapp.net -vvv
Но он запрашивает пароль, но я не вводил пароль при создании ключей.

Он не запрашивает пароль для ключа, он запрашивает пароль для учетной записи, в которую вы пытаетесь войти, поскольку методы на основе ключа не работают.
