Я перезагрузил сервер, и apache перестает отвечать, но работает.
Почему так происходит, может виноват ipv6?

Правила брандмауэра по умолчанию блокируют вас. Правило RH-Firewall-1-INPUT загружается первым и находит правило запрета, прежде чем оно попадет к вашему разрешению позже в правилах INPUT.
