Возможная проблема с обратным прокси-сервером с Apache с HTTPS (внешний) на HTTP (внутренний)

У меня есть сервер под управлением Ubuntu 18.04 с .NET Core 2.1, Kestrel и Apache2. Я использую LetsEncrypt для SSL, и домен был настроен с использованием SSL. До установки .NET Core и размещения проекта на этом сайте это был статический сайт index.html. Вы скопировали не тот пример. Ваш ProxyPass определяется в вашем не-SSL <VirtualHost *:80> который перенаправляет на https.

Переместите прокси на свой <VirtualHost *:443>. Увидеть Пример SSL в руководстве Microsoft.

Также измените свой RewriteRule и удалите NE флаг. Думаю, тебе здесь это не нужно.
Или используйте правило из примера SSL:

RewriteRule ^/?(.*) https://%{SERVER_NAME}/$1 [R,L]

А с сертификатом что-то не так ...
