В разрешении отказано при использовании scp, но возможно ssh

Я пытаюсь скопировать файл с локального рабочего стола на удаленный сервер.

Да - удаленный каталог, в который я хочу скопировать, установлен на chmod 777 Да - сервер защищен паролем, и я уверен, что у меня правильный пароль, потому что я могу подключиться к серверу по ssh.

Сервер для сайта Drupal 7, пробовал Гитбаш и Windows PowerShell в системе Windows 10. Сервер защищен и управляется Cisco Anyconnect и Броня.

Я не могу понять, в чем проблема .. Кто-нибудь может дать совет?
