окно tcp windows server 2012 не масштабируется

У меня есть 2 сервера Windows 2012, которые ограничивают скорость подключения до 1-3 Мбит / с, и, похоже, это связано с масштабированием окна tcp. Оба сервера имеют эти настройки

Если я устанавливаю окно вручную в iperf, я могу максимально увеличить скорость порта сервера.

Похожая проблема с моим другим сервером 2012 R2 может максимально увеличить пропускную способность моего домашнего компьютера, указав размер окна вручную.

Я пробовал различные настройки и инструменты, чтобы исправить это, но безрезультатно. Единственный способ обойти это - использовать диспетчер загрузок, который будет запрашивать сразу несколько частей, если я хочу превысить предел окна TCP.
