Мне не понятен вывод ntpd.
Мой вопрос: может ли сервер foohost получить время от 30.251.32.1?

Если ответ @Sirch слишком труден для чтения, вы всегда можете использовать ntpstat.
Например.:
> ntpstat
synchronised to NTP server (185.233.106.45) at stratum 3

Или даже «проще»: timedatectl status.

Конечно, тебе еще нужно знать некоторые основы.
Легкий способ увидеть:
ntpq -c peers
Вы увидите, с какими серверами обращались, как давно и сколько раз они отвечали за последние 15 попыток.
