SELinux настроен на разрешающий, но отключен, как его включить?

Я хочу включить SELinux на своем VPS, но не могу этого сделать.

Как видите, я не устанавливал disabled в файле конфигурации. Но он отключен:

root@vpsxxxxx:/home/username# sestatus
SELinux status:                 disabled

Я перезапустил VPS из клиентского интерфейса веб-сайта провайдера, но он все еще отключен.
