Я пытался настроить ssh-сервер без публичного ключа, с openssh-server 6.7p1-5
изменил sshd_config
RSAAuthentication no
PubkeyAuthentication no
PasswordAuthentication yes
Перезапустить службу ssh
со стороны клиента:
ssh -o PreferredAuthentications=password -o PubkeyAuthentication=no test@127.0.0.1 -v

на моем локальном компьютере работает ssh-сервер, поэтому порт перекрывается с моей виртуальной машиной, поэтому необходимо изменить настройку переадресации порта, отличную от 22 примера 2222, а затем получить к нему доступ ssh -p 2222 username @ vm1-ip
