Как остановить запуск проекта Spring Boot на сервере Tomcat для повторного развертывания при каждом изменении статических ресурсов?

У меня есть проект Maven Spring Boot Project, который я настроил для работы на сервере Tomcat 8.5. Я запускаю и разрабатываю его в Eclipse Java EE IDE.

Чего я не могу сделать, так это: 1. прекращать повторное развертывание всего проекта (включая Java и часть БД) каждый раз, когда я меняю статические ресурсы; 2. Посмотрев на консоль журналов, я вижу, что Spring Boot запускается два раза, поэтому я хочу, чтобы он запускался только один раз.
