Блок apache-noscript по умолчанию в jail.conf правильный и должен работать безупречно.
Это потому что, /var/log/apache*/*error.log
обязательно совпадет /var/log/apache2/error.log
. И менять его на /var/log/apache2*/*error.log
.
Расположение журнала ошибок apache2 по умолчанию для Ubuntu 16.04: /var/log/apache2/error.log
и поэтому он должен работать только с fail2ban.
Ошибка может означать только то, что в jail.conf была опечатка как что-то вроде /var/log/apache/*error.log
и не смог найти ничего подходящего.

По-другому взгляните на конфигурацию вашей тюрьмы, журнал ошибок, который вы разбираете с помощью apache-noscript
