/ var должен остаться chmod 755 и root: root. Нет причин менять / var.
Для / var / www пытаться:
chown -R myusername:www-data /var/www
chmod -R 755 /var/www

/ var / www должен быть доступен для чтения пользователем apache. На моем Ubuntu 9.04 apache работает как www-data.
Смена владельца и разрешений для всего, что находится в / var, - не лучший вариант, и вам следует вернуть все как было.
От имени какого пользователя работает apache? Обычно он запускается как пользователь httpd или apache (iirc), поэтому попробуйте вернуться к chowning / var / www этому пользователю. Вы не должны использовать команду chown -r / var - там будут другие вещи, которые вы захотите прочитать и написать, что, вероятно, очень скоро вас огорчит.
