и посмотрите на Recv-Q

Извините за задержку обновления, ребята. Короче говоря, причиной всего этого был сломанный NAT в облаке Microsoft Azure. RFC 5382 игнорируется. Их тайм-аут TCP-соединения составляет 60 секунд. Когда истекает этот тайм-аут, соединение не закрывается активно (RST или около того, как предлагается в RFC) или просто игнорируется. Вместо этого происходит очень странная трансляция, из-за которой пакеты прибывают с исходными / целевыми IP-адресами garbeld на правильную виртуальную машину. VM выбрасывает их, но из-за этого было довольно сложно определить их в wirehark. Он будет рассматривать их как совершенно другую связь.
Поводом для решения было сердцебиение на уровне приложений 60-х годов.
